Create C#.NET wrapper console application and class which downloads files from a URL. Files (generally PDFs) are available via HTTP/HTTPS and may have a redirect. If the URL has a redirect, the redirect should be followed.
Input to class (from console app, can be hardcoded ) will be a tuple consisting of CityName, StateName, URL. The Class will contain most of the logic and execute the download code and will store in a directory in the project, "0RawFiles." Downloaded files should be named as such: "<CurrentYear>-<CityName>-<StateName>-<RemoteFileName>"
Logging should be done with Log4Net. Current City/State being processed should be logged. If no file is found, a warning should be posted to the console with the URL listed.
