Pictures export import

1. Create windows service app in C# .NET which will periodically extract pictures from a MSSQL server database (I can provide the database). Frequency of execution, SQL server instance name, username and pass should be parameters in the app config file.
2. Create a ASP.NET Web API REST service that the app described under 1. should call sending the pictures one by one. Each picture should be stored on the HDD (if it doesn't already exist) after import with the reference of it and time of import in another MSSQL server database so that it can be accessed afterwards from a MVC .NET application.
3. Create a ASP.NET Web API REST service that will export the pictures per request.
