Create Service and TCP Socket Server in PHP

Please read carefully. I need a developer to create a TCP Server that listens on a configurable port. The application/service should be able to process the received XML to a text file. The XML file contains several variables that needs to be stripped down to only two in the final text file. Simple project, only bid if you know what to do. Thank you
