car mod database/site

A php based site for users to create a "garage". Inside the garage they can add their car and add mods to their car. When adding a mod they have the ability to enter the name of the part, cost, estimated hp gain, etc. When adding a part to their car they have the ability to select from a table of pre entered parts by the admin or moderator with preset vaules, or enter a custom one if it does not exist. The parts will add up to their estimated hp/tq figures and it will give them the ability to generate a forum sig using imagick to put into forums that support image tags. Essentially I'm looking to build a car mod database site and potential add a virtual dyno feature to generate dyno graphs for cars or allow users to upload their own dyno graphs.

I want a home page like myspace for example that shows my cars mods, power, dyno graph and generates a forum sig at will for the user and allows the user to have a virtual garage. Non members should be able to go to the site and select a car pre entered into the database and click to add pre entered mods to the car to get an estimated hp/tq number based off the mods they selected. I want to create a databse showing cars potential abilites/limits/etc. I come from a openstack engineering background with xenserver and php/html/css are not my strong points so I'm looking to outsource this work. I can provide a full dev environment with mysql/php/apache. I'd like to discuss this further with a budget of around $200, however we can discuss this to get to an offer.
