Hi. I'm a Linux and networking engineer, and rotating-proxy infrastructure that holds up under real traffic without tripping rate limits is something I've built and run. The trick isn't the rotation itself, it's the pooling and backoff around it, so that's where I'd focus. My approach: a proxy pool with automatic rotation on a schedule and on failure, health-checking each proxy and dropping dead ones out of the pool, with per-target rate shaping and randomized intervals so traffic stays under the limit instead of hammering it. I put it behind a single local endpoint your requests point at, so rotation is invisible to the caller, add retry with exponential backoff on 429s, and let you plug in whichever proxy provider you use. It runs on your Linux box as a service, configurable through a simple file. You get the working rotating-proxy service, the config, and a short doc covering how to add providers and tune the limits.
