Build an app to make your phone as an rfid card

We have a machine that we currently use rfid tags cards to operate ..we also have one computer program with rfid tag writer to write the tags/cards.. this ia the the only way to connect to the machine
We need to make an app that help us get rid of rfid tags and make all transaction over the phone .we need to have 4 roles ( super admin, end user , service user , professional user ) roles ..
.we need to get the flexibity to to thr cleints be able to communicate with the machine based on thr assigned
roles ..adjust factors and order thr machine using thr phone as a rfid tag/card.
The tags are
MiFare Ultralight C
So tht app should emulate that type.
