We are in need of a version of libcurl with HTTPS support for a C++
application on the Windows Mobile/CE platform (a standard
Windows-based mobile scanner), using Dev Studio 2008.
Searching the web seems to indicate that this can be done, but
requires some problem solving to get it to build and link. Since this
kind of problem solving is not our area of expertise, we would like to
hire a programmer with these skills to get it done professionally.

I'd like to provide some more details, because if you have the right experience this is a great project.
Our project is in Visual Studio 2008, compiling for the "Windows Mobile 5.0 Pocket PC SDK (ARMV4I)", which is one of the standard options in the Windows Mobile SDK for VS 2008.
The deliverable is the source and a static lib that we can link to from VS 2008, supporting https POST and GET.

So it is clear other people have done this, even recently (Jun 2016). It sounds like it is important to have some experience with both Libcurl and Wince in order to take on this project, but it may not be hard if you have that experience.
