internet streaming (in .ogg audio format) to PCM, in C++

We want to create a class-library in visual c++ 10, such as it can convert .ogg internet audio in PCM raw 16 bits stereo audio.

Input parameters for setting:

1. the http address, where the internet-based streaming comes from:

e.g. [url removed, login to view]

2. a positive integer number N

Output via callback:

---------------------------

1. uncompressed block of PCM raw data (16 bits per sample, per channel). One block of PCM data consists in N stereo samples, and the date-time of the first sample of the block. The library must give the blocks in sequential order (not random order).

Also, it must indicate the detected sampling rate (number of samples per second), via class-method.

Some conditions:

1. Must be written in visual studio c++ 10.

2. Fault tolerance. If the internet connection goes down, it must continue working once the internet connection comes back.

3. Include source code, ready to compile.

4. Include a simple demo of how the library must be used, with source code.

5. Code must be documented.

6. Support a callback, i.e. a user-defined static method or function must be called with the block-data-buffer everytime a block of N stereo samples be ready for extra processing. We can work with that buffer for some milliseconds inside the callback, and you have to uncompress future data in other buffer to avoid memory conflicts.

7. The library must not block the appication which includes it.

8. Can be instantiated more than1 time (e.g. 10 times), with 10 different htpp address.

9. Include support for 1 month, after the library be ready.

10. up to 3 weeks of developing is allowed to have a full working demo (extensible to 1 extra week if necessary).
