Zeplin Design to HTML5/CSS/Angular Flex-Layout

For a client project we are developing an angular 7 based single page application.
For this app we need short term help to get our components designed.
We are looking for a HTML5/SCSS, angular material, flex layout expert. No Angular 7 development of business logic will be required.
We have designs in Sketch/Zeplin provided by our client, including a styleguide and all assets (images, fonts) required.
Those designs need to be "translated" to angular flex-layout with styles in SCSS.
Scope of the project:
* single page with around 10-15 "quarter page" sections that will be dynamically shown.
** one of the sections is a 8 field form including a date time picker (angular material)
** one other section is a carousel with 4 image + text
* the pages have to be fully responsive, desktop layout and mobile designs are provided
* attached blurry image is just an illustration
Experience with Zeplin, angular flex layout and basic usage of angular material is required.
Fluent English is required.
