text parser

i'm working on a game, and i need to parse a text document to find

<item id="2206" article="a" name="time ring">

and convert it to

<item id="2206" article="a" name="time ring">

<attribute key="clientId" value="3206" />

basically find the value inside id="XXXX"

add 1000 to that, and create the line

<attribute key ="clientId" value"YYYY" />

if you could even give me the command in notepad++ that would suffice.
