Batch file to replace a field in a csv file

Budget €8-30 EUR

I need a batch file (to run from windows command line) which will set field IT_SPOFFER as T (set all records as TRUE).

We need it as a batch (.bat) file because we will schedule it to run on windows server every 3 hours.
