Backend of website/ website development/ lead generation site

This is my competitor and I want to make a website kind of thing this one. So this is a good example of what I'd like to do. I have taken screen shots of the 9 pages of back end for the users/ customers that would sign up for this lead generation service. Obviously I can't see the admin backend of the site but I will need that built also.

Network cabling directory has one website but lots of different cities [login to view URL] for example. I would like to do this a very different way. I have 144 domain names total. But each domain name matches a ranking keyword that already ranks on google for example [login to view URL] but then we still have all the cities for example [login to view URL] this method should be a much more efficient way of driving traffic. Here is a website that I have built myself with one of the domain names I bought. I was thinking once one website was made we can just duplicate it then just change the keywords. Well for example see these 4 websites I made for the small changes:

As you can see I only had time to made the pages for just Austin and San Antonio so I could give an example. Then I wanted to back link all the sites together to help build these backlinks and keywords and just admit that we are a lead generation service on all site and that all the sites are related to each other. Also each city listed are the only cities we would service and each city can have up to 10 contractors that we can sell the lead to. Leads are sent to the contractors in a city that the customer fills out the form for say Austin. Then the contractors all get the lead at the same time. The first contractor to buy the lead gets the lead. We dont share leads and only sell to the contractor that responds the fastest. Leads will be emailed and texted to one person per contactor but all the contractors that service that city at once.
