Custom browser generator

I am looking to create a custom browser generator with limited browsing options. It will be used for providing gaming codes.
The generator would have 5 basic options:
Include Logo
Include Background music
Page URL
Icon
A few themes to choose from
The generated exe would be a simple browser with NO browser options. I would like the generated exe to "fade in" on start up. The generated browser must support flash/java/javascript/html/php .. just like a regular browser... Must work on all windows system (and mac also if possible)
