Chinese Magento hosting expert needed

We are going to launch a Magento webshop for the Chinese customer. We are looking for a hosting specialist who can help us setup and maintain the hosting. We need the your quote for preparing and maintaining a server environment of initially a load-balancer, 2 web-servers and 2 database servers (master-slave). Hosted within China on either Amazon, Azure or Aliyun. Assumptions for initial Production platform: - 24/7/365 operation with nil or minimal downtime. - Scalable from 100-3000 web pages / hour and up to 1000 sales transactions per hour. - The store will likely have 1000 to 5000 SKU's - Fully secured platform with appropriate hardened OS and encryption levels appropriate for a current e-commerce facility - Appropriate monitoring of hardware and software components with alerting and clear procedures to deal with exceptions - Appropriate management of log-files and disk space - Appropriate backup and restore procedures - System should allow for further future growth Please provide us with the initial costs and periodic +maintenance costs. Please also explain why you would choose either Amazon, Azure or Aliyun. Which one has the best uptime. Did they have any major downtime? How decentralized are the data centers of your choice? Do they have multiple data centers in China? What kind of failover systems do they have? What kind of fault tolerance do they have? Like how well can they handle problems in their systems?
