Circuit Board Reverse Engineer

Job Description:
I have a small OEM circuit board I would like to reproduce. I would like someone to produce a file i can send to a manufacturer who can produce the board and solder the components.
It requires some editing from OEM in that the LED things get too hot and un-solder themselves. They would need to use something different in the new board or better cooling or both.
