I would like the lights to function the same as they do on the website.
The main requirement from you is the programming to enable the light to remain in the stable arc position at any speed. I also need advise on what hardware would work best. I have done some research and a possibility could be using the Arduino microcontroller board. Possibly the Pro Mini. The device needs to be powered by a lithium battery and charged via USB. You will need to provide some basic schematic drawings of how the circuitry connects to the sensors and lights as well as installing the software. You do the programming, I will construct the lights. Keeps in mind that there will be two setups, one for the front white lights and one for the rear red lights. You are free to provide various solutions provided I can assemble by hand from affordable and readily available parts. This is a hobby project as much for you as it is for me. Thanks.
