I am an expert in HTML/CSS and create HTML newsletters as part of my daily job.
I understand all the major email client limitations and the code and practice that needs to be used in order for them to display properly.
If you do pick me for the work I would urge you to sign up to Mailchimp. Take a look if you haven't already.
We can import all your subscribers into here and segment within lists, schedule newsletters etc.
I would firstly build the template in HTML and then import into Mailchimp. I would then make the template editable, so any future updates can be made by people with no prior HTML knowledge. Mailchimp also helps you minimise the risk of the mail going into spam and most importantly it will come from Mailchimp IP address which is widely trusted around the net (therefore low chance of it coming in as spam).
Bare in mind I'm not a designer so some guidance of what it needs to look like would be needed.

I have been doing business-to-business email marketing for 10 years, both as a consultant and (until very recently) while working for a Fortune 500 company. I have good experience of what works and what doesn't in terms of generating good open rates & click throughs.
Best practices (to avoid SPAM filters and generate ROI) include:
- An appropriate Subject Line
- Not using an email service from which spam is constantly sent
- Appropriate content in the emails, including links
- Cleanliness and accuracy of the mailing list
- Blast method and intensity
- Links to privacy policies, unsubscribe mechanisms, and the like
- Nature of the Call to Action
- Choice/variety of Call to Action response mechanisms
- Relevancy of the content to the recipients
- Recipient's interest level in the content
- "Voice" used in writing the content.
- Clarity of what is being said (can the recipient understand what this is about in two or three seconds?)
A single email, of course, is only a part of a business' sales and marketing strategy. To state the obvious - assuming your email is opened and read - unless you have a spectacularly well-researched mailing list of people who are familiar with your company and are known to be ready to buy, it is a "tree-shaking" exercise to look for hot leads. This is entirely a numbers game.
