Data logged to spreadsheet incorrectly, fix if possible.

I am recording data from a serial stream to a text file, and the device I used could not save the correct width, so it created two rows of data for every single line.
I am not fluent enough with excel to know if a function is avl to move the rows up and columns correctly.
I will attaching the file. And I will include a file with the headers and data correct. I just need three text files fixed.. I can use a text file or CSV.
The files that need to be converted are serial data 12,11,10.
Sample fixed data is labeled example. This I moved the headers and data to correct locations.
I am looking for someone to take those text files and fix them to how the example is, or show me how to do it myself in the future.
Willing to pay what its worth, Retrieving the data again is not possible.
* For what it's worth its recorded data from an electric bike during a practice run. Trying to be able to log this data to make improvements on the race track.
