PSD to html, login, registration, checkout system

Hello,
I recently purchased a psd template for my site. I have made all the necessary colour, image changes and now am preparing it to be converted to the web. Unfortunately, I don't know how to convert this from psd to an html document while keeping the size small and allowing the text to be assessible in an html editor.
I am therefore looking looking for someone to do many but small tasks:
1. take my template from psd to html, so that I may edit my links, add a few little things and publish this. I would like this done without losing the quality, or changing all of the colors and designs. I need someone that can clearly see the links that are shown on the template now, and create the html document accordingly.
2. Also, there is an html as well as flash version. I need somebody who will be able to apply the original Flash source files to the flash version of the site. all codes come with the template.
3. A login script needs to be applied and a registration system setup
4. I also need assistance creating some drop down windows that display different events in different cities
5. Finally, a system needs to be put into place for people to purchase tickets for events online. We will be using a 3rd party online system so the only thing would be integrating it into the webpage
I will pay half of the cost after I receive the first files converted from psd to html. The other will be paid after all services have been rendered. As the company grows, more work will be given at better returns as well.
