Genetic Algorithm

We have 4 Division in an Airport .. since the passenger’s plane lands on the city untill they leave the airport they pass through these 4 Divisions. i need a genetic algorithm module and code, that have multi parameters and based on it the code shall show me different options to reduce both time and costs, so that the passengers may leave the airport in the most possible low time and cost.
For instance : since the airplane lands on the airport, the passengers go to the first Hall which is the immigration hall , and then to the waiting lounge, the bags lounge, and finally to the customs lounge. Through this process we have different parameters such as number of passengers, number of counters in an airport, and 3 Belt bags. And the Algorith will give me an output saying for example if we have 500 passengers and 3 counters to use and belts bags the Algorithm will result if i used four employees we will finish in 25 minutes and it will cost us $4500and if we used 5 counters we will finish in 30 minutes and it will cost us $6500.
And data set is available. And i need it done in 4-5 days maximum

why you need a genetic algorithm? it seems a constraints problem. GA are too slow. Send me pease a dataset to understand better the problem ( more counters implies more costs, but less time, i'snt ?)
