Proof of concept - Create and deploy Google App Engine Instances from github repo

A public github repo with a python3/flask app that can be deployed to Google App Engine:

* Uses Google APIs to handle authentication

* The app has a screen with an input that takes a public github repo and a button to create an app engine and deploy that repo

* When clicked, the app creates a new google cloud project, creates a new google app engine in that project, and the contents of that repo are deployed as an app on that new google app engine instance

* As a simple test, the app should be able to recursively get its own public repo and create and deploy a new google app engine instance and start a new instance of itself there
