Chrome extension expert needed

I need a Google Chrome extension developer. The point of the extension is to help the user with language learning. It should allow the user to highlight text & then translate it by clicking a button in an identical way to how the existing google translate chrome extension works. Since the extension will use the google translate API it should be able to translate from and to any of the languages that Google currently offers. Then any translations made should be stored in a grammar book in another tab which the user can view at any time to practice the words they translated. The user should be able to make folders that they can store the translations in. I will share further information via chat.
