Write an Android and iPhone Mobile application

I would like to create a detailed business app for Android and iOS that allows businesses to send deals to potential buyers.
There will need to be front end and back end functions.
The potential deals sent to users will be based on the users geographic location and other demographics. So it will need some type of basic messaging system.
The businesses and users will have a Buying and Selling rating system.
Each business and consumer will have their own profile.
Filter system built to manage deals.
Initially populate the app on the back-end with public business directory info (Business name, email, location, etc..)
E-commerce App. Development objectives are:
