Build a platform

Creating a News/blog platform that pays readers real Money. Feature and Workflow: 1. User needs to sign up for an account, after registration user will be asked to purchase a $30 Earning package. Payment will be made via online payment gateway. After successful payment, user can now start earning money from the platform. 2. There will News/blog posts on the platform, user can earn money by commenting on each posts. User earns $1 for posting a comment on a blog post. $2 for sharing a blog post on Facebook or Twitter. $3 for daily login. 3. Users should be able to see total earnings on their dashboard. 4. User starts earning from $0. Immediately a user earns up to $45, Earnings should stop counting and a withdrawal button should appear where user can enter his Bank details to get payment. Admin will see this bank details 5. After withdrawal the user's total earnings should go back to $0. To continue earning, the user will need to buy another $30 Earning package and try the whole process again. Which way do you think is best to implement this?
