Design/Redesign an A4 Poster

We have an .psd file for a poster that needs redesigning.
The existing design consists of an A4 ad with many national flags, we require mostly text changes and some design elements changed. A couple of the flags need to be moved, one flag added (artwork will be supplied), text needs to be changed under each flag, other text updated. Ideally this would be seen as a simple task however a few markups will likely be necessary, and it would be helpful if this could be done very fast.
