Developer(s) to help create a Virtual Placement Banner system for Live TV Broadcasts

looking for a developer or a complete team of developers to help create this system from scratch.

If you've seen the TV graphics (especially the lines) in NFL games, Hockey World Cup boards and even soccer you know exactly what I mean.

There are a few on the market right now but we want to create our own.

We already have a team that have know-how of TV broadcasting works and also a few ideas of the hardware needed.
