I would like to start a server for a 2D game called 'Tales of Pirates'

I would like to start a server for a game called Tales of Pirates, it is very similar to the actual game that have been shut down, also there are private servers that does that. here is an example for a privet server/: [login to view URL] I would like you to be able on making little adjustments (Moving NPCs, Create NPCs, adding new maps, deleting maps, periods where the player can use the map, select a maximum level, create special weapons and equipments for my server, etc...) Design a website for the game, I'd like if it was more similar to the actual game website, it must have all the features, clubs for example. When writing in the chat, the Arabic letters looks backwards, I'd like a fix for that. The game must be secure from hackers and whatnot. I'd prefer if the person have video games experience.
