Complete existing website requirements.

We have an existing website that needs some changes/additions in order to make it complete. Some of the changes are minor (CSS related) while others will require well thought out processes to ensure accuracy. In short, our website offers online video training for companies in the hospitality business. Customers sign up and can view the video and take a test. Candidates should have strong knowledge in ASP.NET/MVC 4+, Entity Framework, and SQL Server 2008 or greater. They should be able to work with minimal supervision, excel at paying attention to details, and be able to deliver the project on time. We do not have the luxury of releasing this late so meeting the project deadline is of utmost importance. Candidates should write clean, documented code as the site will be managed by another developer in the future so they must be able to understand what's going on in the code fairly easily. We have a Service that is constantly polling the database and sending email reminders, etc. We would like to incorporate as many automated features as possible in this.
The project needs to be completed no later than February 20, 2015 and that includes testing by us. We need to be able to have this solution implemented and live on February 23, 2015. We are not looking for suggestions on how to make our current site better or database changes/technology changes. We like candidates who understand what we are trying to accomplish and that can make suggestions that are in line with what we are doing.

One thing that needs clarification is the Mobile site.....we are not looking for a new mobile site rather we would like the existing site to be Responsive and hide unwanted elements via CSS and media queries.
