Add a jQuery Sticky Column to a Web Page

Need a new right hand column added to an existing one column web page that sticks on the last element. For example, this column could have several navigation links at the top and an email signup form at the bottom. When the user scrolls, at first the entire web page scrolls as expected. However, when the email form in the right column reaches the top of the screen, it stays there (i.e. it sticks) even as the user continues to scroll down. The bottom of the email form should not go below the top of the footer. Also, if the width of the user screen or browser is less than the width of the main body plus right hand column, then this right hand column should not display at all.
The width of this new right hand column should be able to contain an image that is 336 pixels wide, have a white background and a black border that is equal in width to the border surrounding the main body. It should also be spaced 4 pixels to the right of the main body.
This solution must work (smooth, fast) on all major browsers (desktop and mobile). There are many free jQuery solutions available. Feel free to use any of these as a foundation.
