We have an iPhone app for a restaurant that contains a menu, event calendar and a trivia game. We need some minor changes to these features. The main update we need relates to the trivia game and how it syncs with web browsers. Scenario is as follows:

On a web browser (TV) in the restaurant, a web-based version of the trivia game runs continuously throughout the day. Upon loading, the application queries the db for all of the questions for the day, and the times that they should display. It then uses javascript and the computer clock to determine when to play a question and advance to the next one. There are no more queries to the db after this.

The iPhone app functions in the same way. It queries the db for the questions and uses its own clock to schedule the questions. Currently this works within a 2 second margin of error, which is acceptable. The problem is that as the day goes on, that number increases. We would like to update the syncing functionality such that it queries the server for the time on regular intervals, calculating the round-trip time to the server and adding that to the requested time.

We are seeking a developer who has experience with syncing an iPhone app with a web-based app and can tell us the best way to accomplish this. Please provide an estimate for the syncing portion of the project and we can provide details about the other updates at that point.
