Increase traffic to website - no scripts - genuine visits

Sales have dropped on our website. Number of visits is about 5,000 a month. I want to increase this traffic to 10,000 a month by any means but they must be genuine UK visitors looking for bicycles and accessories. My Google analytics will be able to tell if someone is just running a scam script to make it look like I have had more visitors. I would like bids to include link building (highly ranked and relevant so as not to be penalised by Google), articles etc. Low budget so please don't bid if you are pricey. After 30 days I will check number of visits again to see if we have met 10,000. I obviously want to keep that rate in subsequent months. Sales are in the UK mainly, so I want UK visitors mainly (OK for a very small proportion to be outside of UK, like I have now).
