200 Pr3 and Pr4 link building

I need 100 links google pr3 pages and 100 links from google pr4 pages, a total of 200 links. All the links should be from different domain/ip.
- Links shold be from travel, accommodation or hotel websites
- One way links only
- NO black hat or grey hat tactics allowed. Use WHITE HAT techniques only
- Links must be on pages with no more than 40 outbound links
- All backlinks must be DO-FOLLOW and PERMANENT
- Each link must be on separate domain (with different IP address and different Class-C IP address)
- Pages should be cached on google
- Links must be direct static HTML links. No redirects, JavaScript links, hidden links etc..
- All links must be submitted manually. No automated software or bots
- No article directories, link directories, link farms, forums, spam sites, flash websites, guest books, social bookmarks, classified ads, web rings or adult sites
- NO [url removed, login to view] blocking, noindex sites, under construction pages, ping sites, fake PR, banned by Google, Yahoo, Bing sites
- Must be text links
Excel report should be provided, payment via escrow, can have milestones...
