App Developer - online course

I am looking for an experienced app developer to create an online course app that will support interactive quizzes and exercises.
The app will require students to subscribe online through either monthly, 3 monthly or yearly memberships . Each course question will include a video, a description and also an area for the students to upload their own video.
Once a student upload their video and administrator will need to approve the user before they can move onto the next question.
The app should be developed for both iOS and Android platforms. Although I don't have a specific design in mind, I do have some ideas and would appreciate suggestions. Ideal skills and experience for this project include:
- Proficiency in app development for iOS and Android platforms
- Experience with creating online course apps
- Ability to incorporate interactive quizzes and exercises into the app
- Knowledge of app design and layout
- Strong communication skills to collaborate on design ideas and suggestions.
