Image processing in 2D with 3D projection

We need a simple program made that takes an image and does the following:
Open a JPG file and...
1. gaussian blur
2. threshold
3. alignment
4. projection of the 2D image into 3D based on a reference model
Output the 3D model as an STL or other 3D model file.
The application is ideally on a web-browser platform, and can be ported to Iphone/android after this project. Otherwise it must run on windows.
