Intellij Virtual File System plugin

I want to develop an IntelliJ Idea Plugin to implement my own VFS.
The use case that I want want to solve with the plugin :
1. If a Git Repository that the user fetch to his local machine is base64 encoded than the plugin will process and build a VFS and VF which are textual read
2. The project needs to be compiled (after all the Intellij build it's own VFS AND VF)
3. changes to files should be saved to disk in base64
4. projects that are not base 64 encoded will continue to work normally (I assume with the default VFS)
The plugin should work on Java projects which are
Point for success:
1. if the project is in readable format the Intellij runs with the default VFS
2. if project files are base64 encoded, the new VFS will know how to load it and present to the user in readable format
3. changes to files can be compiled + build as it's regular project
4. changes to files will be saved to local disk in base 64 if the project is base 64
