Simple Lucene / Solr Text Search engine implementation on a SQL table or file

Hello, I am looking for someone to implement a simple Lucene or Solr based text search engine. The data contains a fixed 140,000 rows. It can be stored as a database table or a text file. Each row will have a format similar to | code | text 1 | text 2. The search string would have multiple words like "gangrene of left foot" and it should rank the matches based on how well the words in the string matches (What I specifically mean is, it should not be based on individual word in string matching separately). We need a java API interface. So the project would involve indexing the data into the engine at the start (we will be integrating this with tomcat), then being able to pass a search string using java API call and getting matching rows, ranked by the rows with best match at top.
