fix button on chrome extension

We have a chrome extension that opens/closes an information window at the bottom of the browser. (1) As new tabs are opened, the current "State" of the information (open or collapsed) needs to be displayed on the new tab. Currently, new tabs initially show the collapsed state. (2) In the collapsed state, instead of button with text show an icon (the text covers some interfaces) (3) Clean up logic on information shown in information window.
