A website/webapp is required which takes an image (jpg/png) as input for background and allows users to edit image using pen like tool. Touch and mouse inputs should be supported. Smartphones, tablets, desktops, laptops, etc should be supported.

Raw HTML+CSS based solution would be preferred over something involving multiple third party libraries.
