I have recently started moving websites from one server to another. The server environments are the same and I have configured Easy Apache 4 so that both servers use the same version of PHP and all settings and the same.
I was unable to use the transfer option so I downloaded the files from the old server and uploaded them via WinSCP to the new server.
The process was slow but appeared to work fine.
However now I receive:
Connection attempt failed Error No:0
error when trying to access the website.
From my research this appears to be related to a permission error and the error logs for the site show:

Public_html is set to 0750 .htaccess is set to 0644
Everything matches the previous server from what I can tell so I am not sure what is causing the issue.
Here's what I need:
1. Fix the error so that the website appears correctly.
2. Document the steps you took to fix the issue (because I have several site I have to move and most likely apply the same fix to).
This is a dedicated Linux server and I can provide root access. Should be a fairly simple job for an experienced Linux admin.
