Teach me how to clone and forward UDP/TCP packets on linux

I need someone to teach me how to clone and replicate UDP and TCP packets from one interface, to another. See example.

NIC #1 I am receiving a UDP unicast stream that is on port 4011

I would like to do the two following things.

#1 Replicate that stream on the same NIC on multiple ports ie. 4012 4013 etc etc

#2 Also send that stream to another NIC on a separate port i.e., or multicast the stream on NIC 2 at
