build me a pliers (physical object)

Job Description:
I need custom made cutting/punching pliers for thin metal sheet.
Just for sure, looking for physical object (pliers), not CAD or just 3D design.
Unfortunately, commonly available are only punching pliers making various diameters of round hole or ID card oval hole (3x15mm) or other shapes, which are completely useless (and too big).
What I need to punch is slit 6x1mm into metal sheet no thicker than 0.2mm (either copper or pure nickel).
Cutting die in pliers can be removable or replaceable, ideally from tungsten for durability.
Hole need to be cut either vertically or horizontally along with sheet edge, at least 25mm from that edge.
Working prototype must be delivered for successfully finished project plus ability to order/manufacture more pieces of pliers.
Price for prototype can't exceed $65, each additional pliers $35 max.
Pictures shown only examples of existing punching pliers (with unsuitable shape/size of holes) plus example of intended hole.
