The effect we would like is layers using our existing PC GAME... the key object to this project is converting our existing game to have the parallax effect... however, this is for a PC game on a large monitor and we will not be tilting the monitor for the effect. Therefore the movement of the entire game screen to create the PARALLAX effect had to be done in the programing... like tilting the entire game play when players move up down right and left to create this PARALLAX effect. I hope you understand what we mean. Could you show us a demo if this is possible?

so you want ui use that effect and look like it in 3d based on player character position? you can just move ui a bit relative to character\camera. or you want it for menus too?
