QR Code reader mobile app with text reading ability

I would like to hire a full stack developer to create a mobile app that can scan/read QR Codes.
SCAN QR CODES CONTAINING TEXT (HIDDEN TEXT)
The app will be used for scanning QR Codes that contain human-readable text (e.g. a paragraph, instructions e.t.c.) .
READ TEXT USING TEXT TO SPEECH FEATURE
Since the app will scan the QR Code and recognize the "hidden" text, it will read it using a text to speech function. The developer should propose a solution for this in-built function.

PAYMENT
I will not release any milestone until I will test the developer's work and make sure is working as expected (at least on my phone!
For this reason, the developer must submit his/her work (prior to payment) in order for me to test it.
Since everything is fine and any bugs will be corrected by the developer, I will release the milestone!
