Mobile App front end, Communications

I need what is in essence a mobile website that works like a communications app, not much different than the text app that ships with Androids and iPhones. Same look and feel. The site is for one person talking to different employees, except that we'd need tabs for different departments. It'd be along the lines of Marketing->list of Marketing employees, when one employee gets selected, the screen shows the conversation. We only need a mobile site front-end because we have a FileMaker back-end and we simply want to load and track the chat data from a FileMaker database via API REST calls. We also want to authenticate the user with the FileMaker user. We already know how to authenticate a FileMaker user remotely using Javascript and we're very familiar with using FileMaker as a SaaS back-end using Javascript/Ajax, too. The chats are fairly small (these are brief conversations) so we don't mind loading it via REST and keeping them/updating them as JSON or something simple like that on the mobile device, if we have to.
The site would need to operate flawlessly in both Android and iOS versions, all mobile browsers.
