Mobile Application Review
The first thing that has to be decided is do they want to go native or web based, note we can do both, both have their advantages but essentially they both will function the same.
With a native app this provides the user with a normal method of getting the app via the mobile app store on android or iPhone.
With a web app there is none of the hassle of the web stores but you do not have as much access to some of the phones native functionality so the experience is not as good as it could be.
With both those things in mind I would suggest the native route but either is achievable.
After looking at the current app I can see what the app is aiming to do but I believe that this could be achieved a lot nicer and more aesthetically pleasing for the user as well as giving the user the look and feel of an app they are used to using on their devices. This will remove the learning curve for the user of the app.
To break the app down here are the functions that I would create:

Extras:
• Total re-design of the aesthetics of the application and its functions
• Depending on native or web app we will need to develop a data feed tie in via json or JavaScript to pull in the data on request and not all at once to speed up the application
• App Icons and Splash screen
• Make the way the app absorbs the data feed generic so more feeds can be added to the application
