Write an Android application

We are organizing airsoft games. We would like to have a scenario of the last-man-standing, which would be similar to PlayerUnknown‘s Battlegrounds (PUBG) computer game (1, 2 and 4 player team) in the real world. To be able to do so, we need an app to get full PUBG experience in reality. The app should be built on android and include: 1. Admin panel and user panel. 2. Admin should be able to see all players on map, should be able to control users (kill them, revive and to make him unvisible to other team members, enable to user to see all other players) and send information to team (1, 2, 4 players) or all / selected players. 3. User shall see only his team members position (GPS) and status (alive, needs medic, dead, unkown (player is not showed to other team members (admin can control this)). 4. Upload map layer (aerial picture or mark objects on map). 5. Mission brief and messages from admin. 6. Randomly shrinking circle, which after certain time would wound (1st circle 1 min., 2nd 30 sec., 3th 15sec. and etc.) and then kill the player (30 sec., 15 sec., and etc.). Circle by default should decrease total gaming teritory by 50%. But this option should be able to regulate admin. 7. Minimum gaming teritory should be regulated by admin (circle stop shrinking). 8. Wounded player app screen should show QR code, which should be scanned with other not wounded player device (should be menu option). After this is done, another QR code code should be generated in healing players device and should be scanned by wounded player. After this is done, the player is healed. It should not be more than 10 seconds between first and 2nd QR scans. Otherwise operation should start again. 9. Admin should be able to set playground teritorry (perimeter) before the game.
