C# Tray-App reading textbox content from other app and display popup and balloon

Develop a application with tray-icon thats waits until a specific window from a other app is openend and read the content of a textbox from that window. Giving that value to a dummy method and display a balloon tip in tray AND open a popup window right beside the windows from the other app. So the position and size from the other windows must be located and the popup must be placed just right of the window. If the window from the other app is closed, our popup must be closed too. The popup should be allways on top, if the windows from the other app is on top. If there is any other app on top, the popup must be set to be not on top. If the windows from the other app is back on top, the popup must be again topmost. The app must be written in C# for .Net 4 Client Profile and well documented. Attached 2 screenshots, one of the windows that must be monitored and a screenshot from spy++, showing the app window and marked the textbox that is important.

I'm not the best for that job, but for sure it'll work. No questions, seems it's completely clear: you need a support app for the software you're using, and probably need to improve that dummy function, for doing the best you need. I only say that hooking external app window messages are need to be with winapi written in C. So, that forces you to need another api appart from dummy function, in the case you need to hook another textboxes, or who knows, another elements objects... Good luck.
