Need help writing a procedure in Oracle Sql Developer

I need a procedure written that will link my two databases (without using dblink) and will be able to save data from a PL/SQL form on the second database to a table on the main database. The form and table are already done, I just need the procedure to work. It must save data from the form submissions on the new database (OPS$WORKFLOW_PRO_PUBLIC) to a table set up on the main database (OPS$WORKFLOW_PRO).
ADDITIONAL INFORMATION
I need help linking two databases on the same instance without using a dblink. We do not have permissions for a dblink and it is unnecessary since the two databases are within the same instance. Can someone please help review my code and let me know what I am doing wrong?
