New PLSQL job - to move files and create emails and SMS

I need a PLSQL program developing which will run on a scheduled basis polling a local (client) database for unprocessed records. Once records have been identified, these records need to be moved into separate database (server side) across an intermittent network (slow and prone to dropping out).

Each record which is 'moved' may have an associated file held on the client (referenced in a field on the record) which also needs to be moved to the server at the same time as the record.

Obviously, due to the intermittent nature of the network, full error handling needs to be built into the solution to make sure a FULL rollback occurs on partial transports and incomplete server side loads do not cause subsequent issues.

Once the records (and files) have successfully been transported to the server, SMS notifications need to be issued and Emails produced notifying individuals of the delivery.

SMS, email volumes are low per run of the process.

This is a priority piece of work and needs to be delivered within 1 week.

Error handling is very important, delivered code should be recoverable and identify ALL issues eg fileserver full etc etc.

I expect you to be a professional and build me a solution that will error handle ALL scenarios, not just some, or the ones I mention, I need ALL scenarios covered!!

You will complete an NDA.

The payment will be broken into 3 and will be released based on where we are with a workable solution. Final payment delivered on successful UAT of your code.

Full func spec available once project commences.

Please give me experience of your PLSQL experience and how you plan to implement this solution.
