Regarding the solution, I can implement using dedicated IC(have experience with BQ series from TI) or since this is only a 4S system, a MCU implementation is also viable. Hello I'm a control and automation engineer. As a part of one of my project I designed a universal battery charger circuit based LM338. I used that IC because I charged 5 12V 5Ah lead acid batter in parallel. If you want i can modify that circuit with a LM317 which is more suitable for your project. If i am, you need a bms system include protector-balancer-fuel gauge and charger. In my project i generally use ti's component, specially ti's chargers have a lot of feature. one of them dynamic poweer managenment it provide use ac and battery power simultanely or automaticly change power patch. You know nowly chip shortage effect too much. The chip I chose and put in the design 15 days ago because it was 10k stock, today out of stock. For these reason i cant give a pmic's name. You need protecter, balancer, charger and fuel gauge pmic's
